We settle materials, structure, height, stairs and railings. A 3D plan is available as an option if you want to see the result before committing.

Cost depends on square footage, height, footing type, decking material, stairs and railings. A low pressure-treated deck and a raised composite deck with glass railings are nowhere near the same price. We would rather quote your actual project than publish a per-square-foot number that fits nobody.
Municipal requirements vary with the type of project, its height, its position on the lot and zoning. We cannot confirm your specific case remotely: check with the City of Gatineau, which is the official source for permits and the rules that apply to your property.
The building season is busy from spring through fall. The earlier in the year your quote request arrives, the more flexibility there is in the schedule. Fall projects are also possible depending on conditions.
No, 3D design is an optional service, priced separately in the quote. Some clients already know exactly what they want and do not need it; others prefer to see a rendering before deciding on materials or dimensions.
It depends on the condition of the structure under the decking. If the beams, posts and footings are sound, replacing boards and railings is often the sensible move. If the structure is compromised, or the height and shape no longer suit you, rebuilding gives a better result for the money.
